But what should the federal compact be for the 21st century? Should we attempt to reinvigorate the 1901 Constitutional settlement or accept and make the best of Canberra's increased powers? What institutional arrangements are needed to bolster accountability, reduce waste and enhance individual freedom? Dr Mike Nahan will discuss these issues in the 7th Harold Clough Lecture.

Dr Nahan was until recently the Executive Director of the Institute of Public Affairs and was also Director of the IPA's States' Policy Unit based in Western Australia. Dr Nahan is one of Australia's leading observers on state-federal affairs.
