Evidence-based policy and public sector innovation

A key driver of Victoria's ability to compete against other Australian states and international competitors will be the degree to which the Victorian government is itself innovative. The creation of the right environment for innovation by the private sector should be the purpose of government innovation policy.
The next wave of reform must concentrate on improving government's own impact on innovation. Whilst innovation in government can occur at multiple levels, the core argument of this paper is that the Victorian Government should transform how it creates, implements and evaluates policy towards a more systematic and robust model - one that is firmly grounded in evidence.
The comprehensive implementation of evidence-based policy will ensure that the public sector policy has the tools and approach to deliver a positive regulatory environment. Embracing a science-based and entrepreneur friendly approach to risk, particularly in regards to regulation, will maximise innovation within both government and the private sector.
